The process outlined below is to be used for certifying eligibility of any family applying to receive a child care scholarship through CDBG emergency funding. Families have 10 calendar days from our first contact to complete this process and turn in eligible documents to verify their eligibility, if they do not meet this timeline they will need to submit an application to become a part of the next pool as funds allow. Documents will be submitted electronically via secure email or text whenever possible. All documents submitted will be kept confidential on county servers for the required record keeping time.
Any families expressing additional family challenges or needing additional supports will be referred to the appropriate partner service or a Family Resource Coordinator.
Eligible families may be approved for up to three months of tuition and fees paid directly to the care provider. These are one time scholarships, families are not eligible to apply again after receiving an award.
Applications are online in a simplified form that can be done on laptop or mobile, in English and in Spanish. Individuals requiring accommodations to complete the form may reach out to Dani Stamm Thomas, dstammthomas@clackamas.us (971) 288-8264 to request assistance or be referred to a Family Resource Coordinator. Applications are processed on a weekly basis as funds allow, the application process will be closed when there are enough applicants to expend grant funds.
Families eligible for the scholarship funds must meet all of the following criteria (no exceptions):
The parent/guardian applying must be able to prove that their permanent residence (6 months or more each year) is in Clackamas County and that it is also the permanent residence of the child. Address verification must come from a source in the list below.
Children receiving scholarships must be of child care age, which is before their 13th birthday. Verification of child’s age must be submitted for each child a scholarship is requested for from the list below.
For safety and procurement reasons only licensed child cares will be able to be paid by Clackamas County through these funds. Applicants will need to list the name of the child care program their child already attends (if applicable) so that licensing can be verified through the Office of Child Care. Parents who are looking for child care for their child will be supported to access a licensed care provider who can meet their family’s needs.
All parents must complete a no duplication of benefit affidavit prior to receiving scholarship funds that states they do not have any other services or benefits to pay for child care. See affidavit in application materials for more information.
All families must verify their annual household income is at or below moderate income guidelines in the chart below based on household size.
For the purposes of this project income is the total income earned before taxes by all household members, including job earnings (wages, salary, tips, bonuses, commissions), interest, dividends, child support, alimony, welfare, social security, disability, unemployment, retirement payments, net income from business activities, farms, rents, royalties, trusts, estates and any other income received regularly by all household members.
A household includes all persons occupying the same housing unit regardless of their relationship to each other. All adults included in household will need to submit applicable income documents from list below.
