Preschool Promise

Through a grant from the state, Preschool Promise offers free, full-day preschool for 3 and 4-year-old children from income-eligible families, in a variety of classroom settings throughout Clackamas County.


A quality preschool experience makes a major difference in a child’s successful preparation for kindergarten. 

Head Start

Head Start serves children ages 3 to 5.  Early Head Start serves pregnant women and children birth to three. The program is 100% free, and designed to:

  • Help families find resources in the community
  • Help parents gain positive parenting skills
  • Help children get ready for school

About Preschool Promise

Every child has remarkable potential to learn and succeed in school—the key is to start early!

Through a state grant, The Early Learning Hub of Clackamas County, along with local high-quality preschool programs,  is now offering a free full-day preschool program called Preschool Promise. Families with children 3 or 4 years old, who are at or below 200% of the federal poverty level may be eligible for this program.


A child’s learning during their preschool years is critical; it determines their kindergarten starting point. Students who enter kindergarten behind have a monumental undertaking to catch up with their classmates.  Preschool Promise can help your child be prepared! Children in Preschool Promise classrooms will practice the social, emotional, and academic skills they need to be successful in Kindergarten and beyond!

Please review the requirements below to see if you believe your family qualifies before applying. Unfortunately there are no exceptions unless noted. If your family is close on the income requirement, or you are unsure if you qualify, please call (971) 710-3985 so we can review with you. 

1)  Child must be 3 or 4 as of Sept 1, 2021

2)  Family must live in Oregon, but does not have to live in Clackamas County

3)  Household must have an income lower than or equal to the income chart (attached) for their household size

**Exception: Children in foster care are eligible to attend if they meet the first two requirements regardless of foster family income. 

Completion of the screening form does not guarantee enrollment in a Preschool Promise program.
